Government ought to be all outside and no inside. Everybody knows that corruption thrives in secret places, and avoids public places, and we believe it a fair presumption that secrecy means impropriety.
I am not one of those who believe that a great standing army is the means of maintaining peace, because if you build up a great profession those who form parts of it want to exercise their profession.
