Cruelty impresses, people, want to be afraid of something. They want someone to whom they can submit with a shudder, the masses need that. They need something to dreed.
In a few days, newspapers can make a trivial incident in itself a dangerous issue that shakes the state, and it can also bring vital issues to the fore into oblivion, so that the public will soon forget them.
